STATE GUIDANCE · APPLY

Does my state change how I apply?

The basic Lifeline rules are national, but application route, provider availability, and SafeLink offers can vary. Use the official process for your state and the live ZIP offer.

START HERE

Use the application route and offer for your location.

  • Oregon and Texas direct applicants to their state Lifeline processes.
  • Income thresholds are different in Alaska and Hawaii.
  • SafeLink plan availability is set by the live offer for your ZIP code.

Texas

USAC directs Texas applicants to the Texas Lifeline state website instead of the standard national online application. Follow the state instructions, then ask SafeLink about enrollment and current local offers.

Oregon

USAC directs Oregon applicants to the Oregon state Lifeline website. Check the state's latest instructions and SafeLink's ZIP-specific availability.

California, Florida, and New York

Check the USAC application instructions and SafeLink's live offer for your ZIP code. This guide does not infer a special state process or promise a particular device or allowance for these states.

Alaska and Hawaii

USAC's 2026 income table sets different thresholds for Alaska and Hawaii. Choose your state in the income estimator rather than using the contiguous-states amount.

Reviewed September 2026. Rules, offers, and account decisions may change; confirm your next step with the official source.
